Inauguration of the SPOT Teaching Plant at INSTIPER: A New Historical Milestone for National Palm Oil Downstreaming Toward the Green Industry Era

Steamless Palm Oil Technology (SPOT) holds immense potential in producing nutritious palm oil while opening up opportunities to utilize other components as fuel. To realize this potential optimally, technological optimization and business feasibility studies remain top priorities before wider implementation.

Acting Director General of Agro Industry at the Ministry of Industry, Ir. Putu Juli Ardika, MA, conveyed this statement after inaugurating and visiting the SPOT Teaching Plant, as well as delivering a public lecture at the STIPER Agricultural Institute (INSTIPER) Yogyakarta on Friday, October 16, 2026.

According to Putu Juli, SPOT technology requires further refinement prior to entering the subsequent development phase.By 2027, development is targeted to enter the pilot plant construction stage to thoroughly assess both technical and business feasibility.

“We hope that by 2027 we can build a pilot plant to review its business plan, enabling this technology to be introduced to business actors, especially cooperatives or farmer associations capable of operating it,” he stated.

SPOT is expected not only to produce nutritious oil but also to allow the utilization of processing byproduct components for other products, including fuel. This potential requires further study to ensure that every output yields maximum value.

INSTIPER Appointed as a Technology Development Center

Putu Juli evaluated that the inauguration and presence of the SPOT Teaching Plant at INSTIPER serves as a bridge connecting education, research, and industrial needs. This facility allows students, lecturers, and researchers to engage directly in testing and technology development.

He hopes INSTIPER can transform into the epicenter of SPOT development in Indonesia so that the technology is more widely utilized by the public and palm oil industry players.

“Students and academics can observe and execute it firsthand, allowing new ideas to emerge and ensuring this technology continues to develop,” he remarked.

To support SPOT’s development, the Ministry of Industry is opening opportunities for product standardization facilitation and financing support through available programs. One such initiative is the Labor-Intensive Industry program, which, according to Putu Juli, features an interest rate discount scheme of approximately five percent for business actors utilizing bank financing in accordance with applicable regulations.

Opportunities for coordination with the Estate Crop Fund Management Agency (BPDP) can also be explored to support the evolution of SPOT into an industrial activity.

Putu Juli emphasized that such support is directed toward establishing a lighthouse or pilot facility that can serve as a model for other business actors in adopting the technology.
